Congress OK’d Second Reading Motorcycle for Hire Bill

The House of Representatives 18th Congress approved the second reading of house bill no. 10571 or better known as “REGULATING THE OPERATION OF MOTORCYCLES-FOR-HIRE ACT”.

 

The bill was filed last December 6, 2021 allowing and regulating the use of motorcycle-for hire system as public transportation of passengers and goods including mail and parcels as well.

 

 

It mandates the registration of motorcycles-for-hire with LTO (Land Transportation Office) to ensure the roadworthiness before their registration, or renewal of registration.

Also, according to the bill, The DOTr (Department of transportation) shall provide standards and specification of motorcycles that may be allowed to operate as public utility vehicles. The LTFRB (Land Transportation Franchising and Regulatory board will have the authority to issue franchises and shall also prescribe fares, surcharges and other fees that operators charge.
